Winter Highs and EPA capitulation

According to the lunar calendar, today marks the start of winter.  However, in Tainan today the temperature reached 30.7 Celsius, which was the highest temperature for this day in the last 10 years.

... and in other news the Environmental Protection Agency passed the EIA for the Erlin Science Park project on October 31st, a project that looks likely to result in the severe pollution of nearby rivers and coastline (where the humpback Formosan dolphin lives).
